EMERGENCY PREPAREDNESS AND RESPONSE

THEMATIC AREA SIX: DISASTER RISK REDUCTION (DRR), EMERGENCY PREPAREDNESS AND RESPONSE

 

Objective 6: Small/medium holder farmers and communities at large are better prepared for

disasters and are able to effectively respond to and recover faster from all types of disasters and

complex emergencies.

VEDCO aims at responding in a timely manner to humanitarian emergencies to save lives and minimize human

suffering, support recovery and rehabilitation. In the development and post emergency contexts, VEDCO will

adopt Community-Managed Disaster Risk Reduction (CMDRR), an approach that shows the relationship between

disaster and development and offers solutions through the identification, analysis, treatment, monitoring and

evaluation of the risks, with the aim of reducing people’s vulnerabilities and enhancing their capacities. VEDCO

envisages making quick and timely response operations for small, medium, large and complex scale emergencies

that may occur in Uganda, namely in areas where VEDCO operates and in other areas of Uganda upon invitation

by Government, or UN Agencies. VEDCO’s strategic action for response will take on the following key strategies:

 

Strategy 6.1: Enhanced coordination and decisive action that can ensure timely allocation and

deployment of staff, funds and materials.

The following interventions shall be implemented in line with this strategy:

-Establishment of the VEDCO Emergency Response Team

-Conduct hazard, risk and vulnerability mapping and analysis

-Develop emergency Contingency plans; these will regularly be developed especially prior to major

national elections, projected refugee influx and prior to major early warning on potential occurrences of

major catastrophes.

 

Strategy 6.2: Enhanced preparedness at organizational and community level to ensure an effective

DRR approach, and boosted readiness to respond to emergencies

The following interventions shall be implemented in line with this strategy:

-Develop disaster preparedness plans for high risk communities.

-Promote early warning and action

-Promote emergency WASH

-Promote emergency Food security and Livelihoods

-Promote child and gender protection

-Promote humanitarian advocacy

-Promote emergency shelter and clothing

 

Strategy 6.3: Strategic partnerships to ensure swift, efficient and coordinated actions to save lives

and promote sustainable solutions in humanitarian situations, and to ensure quality and

The following interventions shall be implemented in line with this strategy:

-Establish strategic working partnerships with several actors including; Uganda Red Cross, the Government

of Uganda (Office of the Prime Minister), Government Agencies, Ministries and other departments as

needed, District local governments, International humanitarian actors (Oxfam International, Concern

worldwide, etc), UN Agencies (UNHCR, UNOCHA, WFP, UNICEF, UNDP, etc.), other national CSOs,

Local CBOs, cultural-religious institutions, media, and private sector players.

-Share situation updates with partners, advocate and lobby for joint emergency responses

-Promote learning among partners on best practices on DRR, emergency preparedness and response.

 

Strategy 6.4: Better equipped VEDCO staff to deal with complex and challenging emergency

situations in increasingly restrictive environments

The following interventions shall be implemented in line with this strategy:

-Build staff capacity in DRR, emergency preparedness and response

-Ensure strong safety measures for staff and property in accordance with the existing national security

policies and guidelines.

-Mobilize financial, human and material resources for effective emergency responses.
