The Civil Society Pre Budget Dialogue.

The Civil Society pre budget dialogue on national budget 2016/17 was held at UMA Conference Hall in Kampala on Friday, 18th March 2016.In his key note address,State Minister for Finance Fred Omach gave assurance that Government will significantly allocate more resources to the agriculture sector in FY 2016/17 budget.

He thanked Civil Society Budget Advocacy Group (CSBAG) for organizing the dialogue between stakeholders and Government. ”We shall pick and integrate some of the recommendations that you will make during this dialogue,” he pledged.

Director of Budget at the Ministry of Finance, Planning and Economic Development Mr. Kenneth Mugambe noted that investment in agriculture sector is key because it employs many Ugandans and has the ability to uplift them out of poverty. He revealed that an Agriculture insurance scheme will be introduced next year to address the risks involved in the sector.

The Coordinator of CSBAG Julius Mukunda raised concern that some Government officials don’t want to work with civil society yet CSOs role is to provide alternative views.”we shall present these views to parliament,” he said.

The dialogue was organized by CSBAG and some of its members under the theme ” The 5 year journey to transforming Uganda’s economy and the prospects of the FY 2016/17 Budget in addressing today’s economic challenges.” VEDCO is a member of this coalition.
